Rental Assistance
Homeless families and individuals often face major obstacles such as the lack of jobs that provide adequate pay and benefits, health care, transportation and decent, affordable housing. They may also miss the encouragement of a supportive community. Our housing programs integrate affordable housing with support services to provide families and individuals an environment where they can improve their economic circumstances and plan for the future.
In order to be referred for rental housing, a person must complete a housing
assessment with one of our Case Managers. For more information, please call

Transitional Housing
Our transitional housing serves as a temporary (up to 2
years) place where families and individuals can live in safe, decent and affordable housing, participate in support services and improve their economic circumstances.
All of our programs serve people who are homeless.
Jarnigan
Place
Located in the Airport Gardens section of Hazard, this ten-unit apartment building is designed for families with children. Section 8 Housing Choice Vouchers are accepted.
Families must participate in support services. Two and three bedroom apartments
are available, each containing central air and heat, a stove, refrigerator and
washer and dryer. Onsite parking and a playground are available for residents.

New Chance Housing
Located near downtown Hazard, this duplex is designed
for single parent families with children. Section 8 Housing Choice Vouchers are
accepted. Families must participate in support services. Both units in the
duplex have two bedrooms, central air and heat, stove, refrigerator and washer
and dryer hookups. Onsite parking and a yard area are available for residents.
Tenant Based Rental Assistance
This program serves singles, couples and families with children. Participants
find their own housing in the Perry County community and this program helps to
pay the rent and basic utilities. Support services are available to
participants.
Permanent Leasing
Program
The
purpose of HPCCM’s SHP Permanent Leasing
Program is to help families and individuals who are homeless and have
a disability access permanent rental housing.
We use a combination of Supportive Housing Program Leasing funds with housing stability services in order to help families
achieve their goals. The leasing funds enable eligible households to
rent units on the private market. The funds are not time limited. The
program serves families in Perry County who are homeless and have a
disability. The disabled individual may be any person in the household.
In the near future, there will be 6 additional apartments built in Hazard by the
Housing Development Alliance for participants in the Permanent Leasing
Program.
Rental Program Qualifications
A successful applicant must:
- be a resident of Perry County or be willing to relocate to Perry County;
- be homeless;
- be low-income;
- pass a criminal background check;
- be drug and alcohol free for a period of greater than three months prior to being referred to the rental program;
- be participating in an approved substance abuse program if chemical dependency has been an issue.
Other requirements may apply based on the specific rental program.
